Objective

After years of successfully utilizing a LINEV Systems full-body scanner to detect inmate contraband, the Douglas County Sheriff’s Office determined it was time to upgrade its existing equipment. Seeking the latest advancements in detection technology and enhanced capabilities to address evolving threats and smuggling methods, the agency chose to replace its legacy LINEV unit with a new state-of-the-art body scanner from LINEV Systems.

Background

Following years of using a first generation X-ray body scanner from LINEV Systems to detect prohibited items on or inside inmates passing in and out of the facility, in 2019, Douglas County Sheriff’s Office determined that there was a need to replace their existing technology and upgrade to an updated solution. Although their previous scanner had proved its worth as an effective tool in contraband interdiction, recent advances in technology paired with evolving contraband smuggling efforts substantiated the need for a suitable upgrade. The facility researched modern screening solutions and discovered the CONPASS SMART DV from LINEV Systems. With patented AI and DRUGUARD narcotics detection software, the department quickly found that the machine had the technology they were looking for.

I think it was the whole AI and drug detection features that really caught the department’s attention on this particular machine and system,” said Deputy Sheriff Karl Nelson. “The insight of, hey, you should look here or look there. That right there is what we’re looking for.”

Another selling point the department took into consideration was the two independent scanning angle views generated by the machine; a feature unique to the CONPASS SMART DV. Two ultra-low dose x-ray generators placed at different points on the machine allow operators to view scanned images at different angles, making it easier to spot abnormalities or minor inconsistencies on scanned individuals. When a person passes through the machine, the machine generates a detailed full body and torso image.

Following a collaborative planning process, formal approvals, and successful funding efforts, the County Jail in Castle Rock, Colorado, deployed the CONPASS SMART DV with AI and DruGuard in 2020.

RESULTS

After six years of utilization in the county jail, we followed up with Douglas County personnel to learn the impact the CONPASS SMART DV body scanner had on the department’s contraband interdiction efforts. The department observed numerous benefits ranging from deterrence to easier detection for checkpoint security personnel:

“It’s helped us quite a bit with inmates. We are able to detect minor inconsistencies that the machine provides us and gives us the insight of where we should look and if strip searches need to be a little more thorough when there’s suspected contraband. We’ve also used it for people in housing that we suspect are hiding contraband and we’ll bring them down to scan them. It was exactly what we we’re looking for in a scanner, and it’s definitely helped us on the drug aspect of people concealing stuff.”

Deputy Sheriff Nelson also shared an experience that highlighted the use of the machine in contraband interdiction:

One night, I got a call from my supervisor to look at a scan because he saw that something was not right with it. Immediately we saw this huge box in the middle of an inmate’s groin area. I pulled the individual out and asked him, ‘What is this?’ He responded by saying he didn’t know, but we knew there was something there. We ended up discovering a 2 inch by 3 inch metal tin that he had concealed inside of him.”

Another benefit the Sheriff’s office experienced while partnering with LINEV Systems was the positive customer service and tech support provided.

Every time I’ve had to contact [LINEV Systems], it’s been fantastic. If they can’t help me out over the phone, what I’ll do is I’ll go over to the computer, get internet on [the machine], they’ll ping it in and walk me through whatever needs to be done. If it’s a major issue, within a couple of days we have a tech out here working on it. Customer service wise, I couldn’t be happier.”
